The presiding judge may not testify as a witness. Similarly, jurors are incompetent to testify before the jury in which they are sitting.
Plain English Explanation
This should be pretty obvious. It'd be silly and inappropriate for a witness or judge in a trial to hop over the bench and sit in the witness stand for a trial they are a part of.
