Plain English Explanation
States have "police powers," and an extension of those police powers is the right and ability to create certain zoning rules that control land use for the general benefit of the public's health, safety, and welfare. In other words, it is in the best interests of everyone if the state makes sure a toxic waste facility or porn shop isn't next door to a daycare for kids.
