Section 5 of the 14th Amendment is Congress' power to enforce the provisions of the 14th Amendment. Congress may not create new rights or expand the scope of existing rights, but can act to prevent or remedy violations of rights recognized by the courts. Congress' means, though, must be congruent and proportional to remedying proven constitutional violations.

Plain English Explanation

The 14th Amendment protects important rights of citizens, like equal protection and due process. Section 5 gives Congress power to enforce these rights and stop states from violating them.
