An easement holder has the duty to make repairs if they are the sole user, but if both the holder and the servient owner use it, then costs are apportioned.
Plain English Explanation
Just because someone has an easement doesn't mean the servient property owner has to pay to maintain the easement. For example, if someone has an easement that allows them to walk along a dirt path on a servient estate, but then that path begins to get overrun by thorny bushes, the easement holder has every right to clear out the bushes, but they can't force the servient owner to do it for them.
