Legal Definition
The Riparian Doctrine states that water is owned by those who own land bordering the watercourse. These rights attach to all contiguous parcels that are held by the same owner, so long as at least one parcel abuts the water. Rights owners can only use water in connection with the riparian parcel.
Plain English Explanation
"Riparian" is a word that describes a piece of land that touches water, be it a stream, river, or lake. The Riparian Doctrine holds that water belongs to the people who own land that borders on water, not to the public. As such, the water is a shared resource owned, collectively, by all of the property owners who have land that touches the water source. As such, there are various rules under the Riparian Doctrine on how best to handle such a shared resource.
